A Dynamic City with Progressive Goals

As the decade of the 90s unfolded, Glendale’s City Council gathered at a retreat to build a consensus of ideas on a direction for the City well into the next century. Several short-term goals were agreed on, including continued improvements on city streets, developing now marketing and communications tools, implementing an annual business forum and the expansion of the City’s park network. Finally, Glendale’s commitment to the arts and the expansion of educational opportunities is evident with its goal to construct a center for performing arts.

Planning and Development

Property in Glendale is zoned Planned Site Development District (PSDD). This enables the Planning Commission to work on a site-by-site basis, rather than by rigid land use standards, to encourage the highest quality development. The site plans are approved by the Planning Commission and the City Council after being reviewed by the necessary departments. Glendale has simplified what can be a long process. A developer comes to a central location where the plans are reviewed by the appropriate departments. The developer does not have to carry the plans from department to department to receive approvals.

New Concepts for a New Image

  • Glendale adopted the Comprehensive Growth and Development Plan. The plan outlines a unique opportunity for Glendale to promote new development concepts and policies that will help create an attractive and positive image for the community. The general objectives of the plan are:

  • To develop an urban framework plan which considers pedestrian circulation, open space systems, building orientation and design, height and bulk planes, and promotes a positive image for the community.
  • To formulate a realistic action program for implementation of the planning and design concepts that is based upon community priorities, available resources and coordination with private sector activities.

Positive Policies

Planning policies have been developed based upon the issues and concerns identified in the community. For the policies serve as the initial framework for establishing land use and urban design concepts as well as the specific action necessary to implement the plan. The concerns these policies address are:

  • Residential Land Use – to encourage a balance of housing opportunities and promote home ownership.
  • Parks, Open Space and Landscaping – to promote and provide usable passive and active recreational areas and attractive landscapes.
  • Commercial Development – to encourage new retain development that will promote community activity, create a sense of identity and include landscaping amenities to create a pleasant environment.
  • Traffic and Transportation – since Glendale is surrounded by major streets, all development will be evaluated with respect to overall impacts on the transportation system.
