Types of Licenses and Permits

The Glendale City Council acts as the Glendale Liquor Licensing Authority. Colorado liquor and beer retail licenses are issued by "dual" licensing authorities. The Glendale City Clerk can provide applications and answer questions concerning the application process. The City of Glendale must first approve all retail licenses before forwarding liquor and beer license applications to the State Liquor Enforcement Division. You must have all necessary paperwork and payments to the City of Glendale at least 30 days prior to the City Council meeting at which you are seeking approval of the license. Failure to file applications far in advance of your opening date will result in a delay.

Colorado liquor and beer licenses may be issued in the name of natural persons, corporations, partnerships and limited liability companies. Applicants and other persons involved with partnerships, corporations, or limited liability companies must be at least 21 years of age. Persons under 21 may be involved with an established trust as long as the trustee is at least 21, and the person under 21 cannot benefit from the trust until that person reaches the age of 21.

All corporations and limited liability companies must be registered with the Colorado Secretary of State's Office and be authorized to do business. Foreign corporations and limited liability companies must also register with the Secretary of State and be authorized to do business in Colorado.

Applicants do not have to be a United States citizen or a Colorado resident to acquire a liquor or beer license, and the existence of a criminal record does not preclude a person from licensure. Applicants with criminal records must be able to provide evidence of rehabilitation, or the license may be denied.

  • Ownership interests in other liquor industry members (Colorado has statutory ownership limitation)

Food Service Requirements

3.2 % Beer Licenses: 3.2% Beer Licensees are not obligated to serve food at any time.

On-Premises Liquor Licenses: Club licensees, Arts licensees, Optional Premises licensees, and Public Transportation System licensees are not obligated to serve food at any time.

Hotel and Restaurant licensees must have full meals available until 8:00 p.m. every day, and snacks and sandwiches after 8:00 p.m. Food sales must provide at least 25% of the gross income from the sale of food and beverages.

Brew Pubs must serve meals and must derive 15% of the on-premises gross sales from the sale of food.

Taverns, Gaming Taverns, and Beer and Wine licensees must have sandwiches and snacks available during operating hours.

Racetracks are required to have food available during hours of operation.

When food is required to be served, it must be available wherever alcoholic beverages are served.

Forms and State/Local Fees

Most liquor licenses and permits require a local and a state fee. Normally, two checks will be required: one made payable to the City of Glendale for the local fee and one to the Colorado Department of Revenue for the state fee. The check(s) and appropriate form(s) should be sent or delivered to the City of Glendale, 950 South Birch Street, Glendale, CO 80246.
