Digital Accessibility Plan
The City of Glendale's Digital Accessibility Plan
Our Commitment to Accessibility
The City of Glendale is committed to providing online services that are accessible to everyone, regardless of technology or ability. Our ongoing accessibility effort relies on the technical standards provided by:
- 8 CCR 1501-11 Rules Establishing Technology Accessibility Standards (opens in a new tab)
- World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.1 Level AA or higher (opens in a new tab)
- Section 508 of the U.S. Rehabilitation Act of 1973, Chapter 4 (opens in a new tab)
This Digital Accessibility Plan assists with our long-term strategic approach to evaluate, prioritize, remediate, and continuously improve the accessibility of the City’s Information and Communication Technology (ICT).
Accessibility Maturity
The City of Glendale is currently at the following accessibility maturity level:
- Optimize
- Resources are committed and/or staff are trained to implement policies, processes, and procedures. Validation is performed; results are measured and tracked.
Progress Since Our Last Update
We’ve made great progress since 2024, despite substantial challenges.
Progress includes:
- Provide numerous ways to contact the Website Accessibility Coordinator and request reasonable accommodations or modifications
- Accessibility Maturity Stage: Integrate
- Purchased CivicOptimize module to create online/fillable forms which will replace current PDF forms
- Purchased CommonLook to remediate PDF documents
- Began staff training on CivicOptimize and CommonLook
- Staff continue training on CivicOptimize for creation of online fillable forms and CommonLook to remediate PDF documents
- Website re-design, which addresses navigation and accessibility issues, successfully launched April 15, 2025
- Forty-five (45) PDF forms have been converted to online, fillable forms
- Continue to evaluate which documents need to be remediated, archived or removed from website
- Use the AudioEye Accessibility Report and prioritize remediation by severity: High, Medium, Low (in that order)
- Updated Technology Accessibility Statement and Accessibility Plan in accordance with Colorado Governor’s Office of Information Technology Guidelines dated June 1, 2025
Challenges include:
- One administrative FTE that manages the website, documentation, procurement, contract and vendor management, and communications
- Two other administrative staff were working as time allows on converting their department PDFs to online fillable forms and pages; currently there is only one other administrative staff working on this
How We Are Implementing Accessibility
The City of Glendale is committed to providing equitable access to all Coloradoans. To that end, the City has a plan to prioritize, evaluate, remediate, and continuously improve digital touchpoints within our services. Below are the measures the City is undertaking:
- Create and implement a plan for providing reasonable accommodations and modifications, which includes preparing our staff to respond to requests for assistance
- Provide contact information for people to give us accessibility feedback and request reasonable accommodations or modifications
